Village of Tularosa-Workshop-July 16, 2007
The Board of Trustees of the Village of Tularosa met in a Workshop setting on Monday, July 16, 2007 at 7:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.
Present: Mayor Ray S. Cordova, Trustee Patrick Garcia, Trustee Thomas McKean, Trustee Gloria Sainz, Village Clerk Dianna Brusuelas and Grants Coordinator Richard Gutierrez.
Absent: Trustee Margaret Trujillo's
Mayor Cordova called the meeting to order asking everyone to join in the Pledge of Allegiance.

Trustee Thomas had several questions on village bills. Village Clerk Dianna Brusuelas had a question for Alamogordo Realty. Judy Boussard asked if about the roads on West 4th, 5th and 6th, and wondered who was responsible for cutting the roads. The response was that the subdivider was responsible.
Trustee Patrick Garcia commended the Summer Food Program, he also credited the Field for the Fire Hydrant on N. Bookout and the medians being cleaned. Trustee Garcia also mentioned some flooding behind the Tularosa Travel Center.
Mayor Ray Cordova and Rick Gutierrez agreed to go talk to the Otero County Supervisor about chip sealing South Bookout and if the money could be used for chip sealing instead of overlay.
Village Clerk Dianna Brusuelas explained that Department of Finance & Administration asked the village to change the budget property taxes so the expense was also changed in the area of insurances for Financial Administration and Public Safety.
Mr. Rick Gutierrez informed the Board that during the previous listing of the ICIP the Sedimentation Pond had been overlooked. After some discussion it was agreed to submit the list as follows: (1) Sedimentation Pond (2) Recreation Program (3) Village Security System (4) Animal Shelter-vehicle, furnishings & equipment (5) Police Cars and equipment (6) Yard Maintenance & equipment (7) Senior Center (8) Water & Sewer Lines (9) Street Improvements (10)Baseball/Softball Fields (11) Traffic Signs (12) Vehicles: Recreation & City (13) Community Center.
Discussion on standpipe water fees ensued. Trustee Thomas McKean asked if there were two shutoff valves at the well and asked if the water was treated. The response was that the water was chlorinated but would mix with the treated water and there would be two shutoff valves. Trustee McKean asked if the standpipe was already in and asked if they would turn the water off at the main source and turn the water on at the standpipe. Rick Gutierrez answered that the standpipe was not in. Trustee McKean asked if they would have to dig up the line again and the response was that it was set up for it and that the valve gate was already there. Discussion continued on trying to bypass the chlorinated water or chlorination pack and be able to see well water that is not treated. The Mayor said he would talk to Reynaldo Guilez, Field Supervisor.
The next topic of discussion were the amendments to Ordinance 220 and how to charge RV parks and Mobile home trailer parks.
Trustee Thomas McKean asked about the Dangerous Dog Act, the Fireworks Ordinance, and the Ordinance for the Clean Indoor Act.
