Village of Tularosa - Workshop - June 16, 2008

The Board of Trustees of the Village of Tularosa met in a Workshop setting on Monday, June 16, 2008. The meeting was held in the Court/Conference Room on the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.

Present: Mayor Ray S. Cordova, Trustee Fred Tyler, Trustee Patrick Garcia, Trustee Thomas McKean, Trustee Gloria Sainz, Chief of Police Virgil Mayberry as well as Finance Officer Valarie Delgado.

Absent: Dianna Brusuelas, Village Clerk.

Mayor Ray S. Cordova asked those present to join in the Pledge of Allegiance.

On the minutes of May 20, 2008, Trustee Fred Tyler wanted the Approval of Resolution 2007-08-24 be clarified to read, motion to approve proposed Budget for 2008-2009 Fiscal Year with the exception that the original Senior Center budget be used and pay raises for all Village employees be given at 3% effective the first pay period in July and an additional 2% raise be given in November provided if Gross Receipts income stays at anticipated levels.

Mr. Lance Sphere from the Safety Institute answered questions for the Members of the Board in reference to the Drug Testing.

Trustee Thomas McKean wondered about putting Resolutions under the consent agenda.

Trustee Fred Tyler asked about the fence that Tularosa Basin Telephone Company is putting up. Mayor Ray Cordova stated that as long as it does not obstruct the view. Trustee Tyler stated that according to Village setback requirements it needs to be 12 1/2 feet from the corner. Mayor Ray Cordova asked Police Chief Mayberry to check it out.

Trustee Fred Tyler talked to the Ditch Boss Robert Baca and to Mr. Norval Bookout in reference to the problem on 1st Street and let the Members of the Board know that the Tularosa Ditch Corporation is in the process of getting three bids, the first one was to concrete both sides and install a rubber liner for a total of $6,500.00, the two other bids will be forth coming.

Trustee Patrick Garcia asked about Otero's Mini Mart and the propane place across Subway, Chief Mayberry said he would check on it but would need the name of the owner of the property. It was stated that Sally at the Water Department might have the owners name.

The ICIP was discussed and listed as follows: (1) Water Plant Sedimentation Pond (2) Recreational Facility/Swimming Pool (3) Wastewater/Water Improvements (4) Department of Public Safety (5) Senior Center Facility (6) Village Yard Maintenance (7) Wells (8) Playground and Park Maintenance Equipment (9) Street Improvements/Traffic Lights.

Discussion ensued on the proper procedures on the use of Village vehicles. It was recommended to write a memo to the village employees and attach Section 50.02 of the
Personnel Policy relating to the Use of Municipal Vehicles.

Mayor Cordova advised the Board about a flange that has been ordered to repair a line to the water plant.

Trustee Thomas McKean moved to adjourn and was seconded by Trustee Gloria Sainz. The meeting adjourned at 9:00 P.M.
