Workshop - March 16, 2009
The Board of Trustees of the Village of Tularosa met in a Workshop setting on Monday, March 16, 2009 at 7:00 P. M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.
Present: Mayor Ray S. Cordova, Trustee Fred Tyler, Trustee Patrick Garcia, Trustee Thomas McKean, Trustee Gloria Sainz as well as Village Clerk Dianna Brusuelas-Guilez.
Mayor Ray S. Cordova called the Workshop to order asking that all rise and join in the Pledge of Allegiance.
Items presented at the Workshop were items that will be presented at the Regular Meeting of March 17, 2009 which include:
Consideration of Agenda and Consent Agenda
Unscheduled correspondence and Public Comments
Approval of Adoption of Resolution 2008-2009-16 Open Meetings Act Resolution"
Approval of Adoption of Resolution 2008-2009-17 Increasing the Budget in various departments
Approval of Budget Adjustment Request 2009-1 Adjusting the Budget in various departments
Jason Bennett-Plateau Telecommunications, approve Lease Addendum
Steven Conner-15 Baca Farms Road-Request water rates be classified inside village limits
Robin Makowski-Request approval of Public Celebration Permit
Ernie Byers-Award bids for: Item One-New Automated Side Load refuse collection vehicle. Recommendation: Trucks West of New Mexico, Inc
Item Two- Used Automated Side Load refuse collection vehicle. Recommendation: The Truck Store Item Three- 1300 (95) gallon refuse carts. Recommendation: Cascade Engineering Item Four- 80 (300) gallon refuse containers. Recommendation: Cascade Engineering
Mayor Cordova-Approve appointment of Susan Flores as per Temporary Employment Agreement
Art Cardiel-Approve settlement amount of $6,130.70 fuel costs between January 2007-November 2008
Mayor Cordova-Request approval to purchase 2001 Ford Econo used van for Recreation Department for $5,500.00
Susan Flores-Request for village to approve installation of sprinkler system in James Vigil Park and in front of Village Hall
Monica Voorbach-Request to pay Casa Del Sol $675.00 for containers assigned to village areas
Trustee Thomas McKean-Request Adoption of Ordinance 234, and approve for final publication in its entirety
Trustee Thomas McKean-Move to contract a hauler to provide Solid Waste Collection transportation and collection service. This was on last month agenda (still waiting for action)
Trustee Thomas McKean-Move to approve any changes that has been submitted to Solid Waste Contractor
Trustee Thomas McKean-Need to set date for spring clean up and location of dumpsters, by Community Center and Village Yard would be great locations
Approve appointment of Jeni Alexander to the Planning & Zoning Commission
Trustee Thomas McKean-Like to review Personnel Policy Procedures, Village of Tularosa has at this time.

Trustee Fred Tyler has several questions on the bills list asking for clarification for a payment to Alamotero Land Survey being paid from two funds. Village Clerk Dianna Brusuelas-Guilez explained that the bill was split in two. Another question was whether there was a double payment to Mike Guy, the response was for an alternator and the other was for the labor and a flange gasket. Trustee Tyler also questioned a payment released to Ernie Byers for $1,500.00 for travel for negotiations on a used waste collection truck. Mayor Cordova explained that the money did not come out of the $22,500.00 grant. That it will be from the loan from New Mexico Finance Authority.
Trustee Patrick Garcia stated that the Fire Department was looking into buying a Brush Truck from Boles Acres Fire Department for $9,000.00. Mr. Rick Gutierrez has looked into funding and the truck can be paid out of the balance left in an appropriation. Mayor Cordova said the Fire Department has The Pumper Truck we own but it needs brakes and can be used as a Water Truck by the Field Maintenance. The City of Alamogordo also has a fire truck available and the Fire Chief has also asked the Village to write a letter to DPS Director Sam Trujillo requesting the truck.
Trustee Fred Tyler questioned contracting the drivers for garbage service.
After much discussion of the Open Meetings Act the Mayor and Board agreed to try to give the Members of the Board until noon on Thursday to bring items in to be placed on the agenda.
There being no further discussion on agenda item's the Workshop adjourned at 9:25 P. M.
