Village of Tularosa - Workshop-November 19, 2007
The Board of Trustees of the Village of Tularosa met in a Workshop setting on Monday, November 19, 2007 at 7:25 P.M. in the Court/Conference Room of the Public Safety Facility located at 609 St. Francis Drive, Tularosa, New Mexico.
Present: Mayor Ray S. Cordova, Trustee Patrick Garcia, Trustee Thomas McKean, Trustee Gloria Sainz. Grants Coordinator Richard Gutierrez as well as Village Clerk Dianna Brusuelas.
Absent: Trustee Margaret Trujillo
Mayor Ray S. Cordova called the workshop to order asking that all rise and join in the Pledge of Allegiance.

Dianna Brusuelas-Do you want to impose one-fourth of one percent of the Municipal Gross Receipts Tax? Do you want to provide for voter approval imposing the one-fourth of one percent?
Dianna Brusuelas-Do we go out to bid on Leasing the Water Rights? If so, what would be the minimum bid?
Mayor Cordova/Tom Goncharoff-Request to drop protest to Application T-5229 & T-5230

Trustee Thomas McKean
1. Have Village start a system for automatic withdrawal funds from peoples checking accounts to pay for their water bills
2. What is the status of the December 2006 list received by the Board on fire hydrant repairs, what is being done?
3. Village of Tularosa Web Site would like to improve by having the agenda being on web page before meeting
4. On Web Page we have an events calendar, would like to have recreational program post all events, next have Tularosa P & Z dates and governing body meeting posted and any job employment openings
5. When will all of these Ordinances that have been passed be codified?
6. Alamo Disposal Contract for discussion
7. Alamo Disposal Solid Waste do we go out for bid or retain?

Trustee Thomas McKean questioned why the expense to the election school was not taken out of the Election line item. Village Clerk Dianna Brusuelas responded that any travel for herself and her staff was taken out of her travel line item no matter what the school was for.
Mayor Cordova asked Rick Gutierrez, Grants Coordinator to make his presentation on item 16, awarding the Retaining Wall bid.
Trustee Thomas McKean said he would announce at the Regular Meeting the 3.5% water rate increase and felt that all the rates needed to be increased not just the basic rates. It was agreed that the ordinance read as Trustee McKean stated and Utility Billing Clerk Sally Singleton would take care of it.
A concerned citizen voiced her complaints against Alamo Disposal and asked if the village would consider not renewing the contract. Mayor Cordova is going to suggest to turn matter over to Attorney Jefferson Rhodes and start procedures to terminate the contract.
Mayor Cordova explained that the Habitat for Humanities was going to request from the village support for funding for sewer lines in the west area and if the village joins them as fiscal agent they have the avenues for funding.
Ms. Janie Portillo made a presentation requesting a water meter service transfer and requested an improvement district for the Fambrough subdivision, Mayor Cordova explained parts of the procedures.
Mr. Don Ogden from the Planning & Zoning commission made a presentation on the Sign Ordinance.
With no further business to discuss at 9:37 P. M. Trustee Thomas McKean moved to adjourn and was seconded by Trustee Patrick Garcia. Motion carried.
